MINUTES
TOWN OF VERMONT PLAN COMMISSION JUNE 27, 2005
The meeting was called to order by the Commission Chair, Barbara Grenlie, at 7:30 p.m. Marian Swoboda, Commission Secretary, reported the meeting notice had been posted at the Black Earth State Bank, Amcore Bank in Mount Horeb, on the Town Hall front door and on the Town Web Site, www.townofvermont.com and also published in the News Sickle Arrow and the Mount Horeb Mail.
Members present: Barbara Grenlie, Marian Swoboda, Marc Robertson, Mark Sherven, Donald McKay. Members absent: Jim Elleson, David Stanfield
APPROVAL OF AGENDA
Motion was made by Mark Sherven seconded by Marc Robertson and carried to approve the meeting agenda.
ELECTION OF VICE CHAIR AND SECRETARY
Motion was made by Marian Swoboda seconded by Marc Robertson and carried to appoint Mark Sherven commission Vice Chair.
Motion was made by Mark Sherven seconded by Donald McKay and carried to appoint Marian Swoboda commission secretary.
SWEARING IN OF NEW MEMBER
Mark Sherven having been appointed to the commission was sworn in by Barbara Grenlie.
APPROVAL OF MINUTES
Motion was made by Mark Sherven seconded by Marc Robertson and carried to approve the minutes of the May 23, 2005 meeting.
DISCUSSION ON PROPOSED CULVERT INSTALLATION ON MOE ROAD
Thomas Marling residing on Moe Road appeared before the commission seeking approval to install a culvert at his own expense for an entrance on to a grass covered driveway he was using to get to a small fenced pasture off of Moe Road. He was advised that the commission would not be able to consider the request without a filed application and a site visit. It was pointed out that there might be some sitting problems coming from either direction on Moe Road also that the culvert size and length he was proposing may not be what is required. Mr. Marling said he preferred not to go to that extent.
FIELD ROAD IMPROVEMENTS OFF OF MOE ROAD
Michael Smith appeared before the commission seeking approval to improve and change a portion of a field road on property he intended to purchase without making any changes to the entrance on Moe Road. He was advised that field roads with an entrance on a public road come under the same ordinance requirements as residential driveways. The commission advised him to contact Mr. Connors at the County Land Conservation office for information on preparing a soil erosion control plan for the work he wants to do.
CHANGING WORKING PRACTICES INTO POLICY
With ever evolving questions coming before the commission dealing with land use issues the chair set in motion the identification of working practices that need to be codified into policy. With the approval of the board the committee began looking at questions where there are no set answers such as when can a field road be treated differently from a residential driveway without violating the town ordinances or how many applications can one party submit at one time. Can more than one zoning change be requested on a single application and who is responsible for insuring that homes are built within the approved envelope.
COMPREHENSIVE PLANNING SURVEY
Discussion on the comprehensive planning survey was tabled. A special meeting was scheduled for July 12 to finish up the work on the survey.
